The very first time we see an inverted Philippine flag was in 1899 when the Philippines was at war with the US. And the last time that the Philippine war flag was flown was during World War 2 when President Manuel L. Quezon issued Executive Order No. 386, s. 1941, symbolizing that the Philippines is under the threat of a Japanese invasion.
